Turbo makes metal-metal spinning sound when driving slow? Problem?

I just got a 2003 VW Passat, and whenever I begin to accelerate or slow down (anytime I go slow basically), I hear this spinning sound, like metal spinning on metal. It's more pronounced when I'm going slow but I don't really hear it when I drive faster. Is this a problem with the turbo?

1. hi - nick sounds more like your brakes are wore out. and the shoes have little or no band left on em - and that is the metal - to metal sound you are hearing get it checked out
2. I would say like the other guy, if it was a turbo it would have low power and more than likely do it at higher speeds. You can check your turbo with the engine shut off, pull the tube off the in side of the turbo and the little shaft you see, see if you can wiggle it or pull it to one side and try and turn it, if you cant I would get it checked out.
